Q2: What is the procedure of appointment and promotion for full-time faculties?
A: The engagement and promotion system of teaching staff is founded on a three-level review system. A pre-review will be conducted by the Faculty Evaluation Committees (hereinafter “DEC”) of the Department; Graduate Institute; Bachelor Program; Centers or PE Office (hereinafter “Department”), followed by the College Faculty Evaluation Committee’s review (hereinafter “CEC”), and a secondary review by the University Faculty Evaluation Committees (hereinafter “UEC”), before it is submitted by the Principal to the Ministry of Education for the approval of the applicant’s qualification.

Where there is an independent recruitment conducted by the college or teaching members required for new courses, the engagement and promotion of college faculty is then conducted by CEC and UEC. Based on the faculty engagement regulations of Article 4 & 4.1, and the faculty promotion regulation of Article 11 under “Guideline for the Review of NCUT Faculty Engagement and Promotion” (“Engagement Guideline” in short), the applications should be reviewed by the related department or graduate institute before being sent for preliminary review and UEC for a secondary review.

When conducting the previous mentioned preliminary and secondary reviews by CEC and UEC, it should be done in a manner following the regulations of either Article 4.1 (the engagement of a new faculty who is a qualified teacher) or Article 11 (the promotion of a teacher) and complete the selection and appointment of external reviewers for extra-institutional substantive examination. For applicants submitting an academic degree for qualifications reviewing, the initial extra-institutional qualification conducted at the CEC stage; for applicants submitting academic works (or technical report, proofs of merit) for qualifications screening, both reviews shall  be conducted by CEC for preliminary review and UEC for a secondary review.
